THE POSITION
The City of Alamogordo is looking for a Police Chief with strong communication skills and proven leadership abilities. This position plans, organizes, and directs all police department operations for the Alamogordo Police Department by enforcing the law and protecting citizens' rights and property, through oversight of the City's police protection services, dispatch services, and animal control divisions.

POSITION RESPONSIBILITIES
Essential Duties

 Plan, administer, and monitor departmental budget expenditures; confers with departmental personnel and supervisors concerning the financial operation and strategic planning of short- and long-term goals of the department; recommends purchase of equipment and supplies;
Formulate and enforce department rules, regulations, policies, procedures for efficient operation of the department;
Keep City Manager informed on departmental activities; submits periodic reports concerning morale, special programs, and citizen complaints;
Develop and perform public relations activities by making public presentations to schools, churches, and other civic organizations; represents the City, and participates on committees, civic organizations, boards, or activities;
Chairs various municipal organizations and serves on committees as appointed by the City Manager;
Confer with citizens and city officials to remedy law enforcement concerns and complaints;
Provide oversite of Internal Affair investigations;
Research and prepare technical and administrative reports; prepare written correspondence;
Oversee all department personnel matters with regard to training, appointments, promotions, demotions, corrective actions, suspensions, and termination of employees; resolves grievances;
Research and develop training programs and grants to improve employee training and equipment to ensure the department has the best resources available as approved by the City Manager and Commission;
May participate as a member of the management team during collective bargaining and act as liaison with the Public Safety Officers' Association;
Maintain current knowledge of applicable laws and statutes, pending legislation, and conducts research to address new issues and their impact;
Maintain, control, and inspect department facilities and equipment, including department vehicles, firearms, and radios;
Coordinate with other law enforcement agencies to share data and plan joint exercises;
Reviews, prepares, and updates necessary special projects, departmental plans, special orders, and written directives;
Plans, organizes, directs, and coordinates the activities of department personnel in preserving order, protecting life and property, and enforcing laws and municipal ordinances;
Establishes procedures to assure the highest standards of risk management, employee safety, and risk avoidance;
Responsible for thoroughly investigating, reviewing, and addressing department or division accidents to prevent future occurrences and control risk management related costs;
Contribute to a high quality work culture through participation in training and mentoring to develop skills, including safety related training and skills;
Provide excellent customer service and ensure high operational and service standards for the citizens of Alamogordo; and
Perform duties according to City of Alamogordo Ordinances; City wide and Departmental Policies and Procedures, and any applicable laws regulated by an outside authority.

OTHER IMPORTANT DUTIES

May perform general police officer duties when necessary;
Occasional non-traditional work hours will be necessary;
Position is required to attend meetings after business hours on a regular basis;
Travel may be required;
Maintain effective communication with all department employees while utilizing the chain of command where appropriate;
Maintain the confidentiality of information obtained during performance of duties;
Performs such other duties as may be assigned.

POSITION REQUIREMENTS

Bachelor's degree from an accredited college or university in public administration, criminal justice or related field;
Valid State of New Mexico Police Officer Certification or the ability to obtain within nine (9) months of employment;
Ten (10) years of experience in law enforcement;
Five (5) years of command level experience;
Valid New Mexico driver's license with a driving record acceptable to City of Alamogordo or the ability to obtain within 60 days of employment; or
Any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities and satisfies state statutes.
Desired:
Executive level police officer certification issued by the New Mexico Department of Public Safety Training Center;
Master's degree from an accredited college or university in public administration, criminal justice or related field;
Experience with the administration of the New Mexico Law Enforcement Accreditation process.

The City of Alamogordo is located in southern New Mexico near White Sands National Monument. The City has a population of approximately 31,283, with a variety of businesses and activities to enjoy.

Alamogordo is the largest community in Otero County and serves as the County seat. The City is bisected by Highway 54, a northwest arterial, and is situated at the crossroads of two transcontinental highways, U.S. 70 and 82.
